ARTICLE II: Senate

Section 1: Eligibility for election to the Students’ Government Association Senate shall be limited to full time Day Division students enrolled at La Salle University. Eligibility for appointments to University Governance Committees by the Students’ Government Association shall be limited to full time Day Division students enrolled at La Salle University. All students seeking election to or appointment by the Students’ Government Association shall be bound by and required to follow all University rules and regulations concerning eligibility and use of University resources.

Section 2: Full legislative authority shall be vested in the Senate, which shall be comprised of five (5) students from each of the Freshman, Sophomore, Junior and Senior classes, elected by the members of their respective classes for a term of one (1) academic year. The Vice-Presidents shall serve as voting members of the Senate, but shall not hold the title Senator. The President of the Students’ Government Association shall not be a member of the Senate, but shall be privy to all deliberations of the same.

Section 3: The Senate shall assess and evaluate the needs of the student body of La Salle University, shall engage in deliberation on matters affecting the same, and shall approve or reject proposals before it, affecting the welfare of the students of La Salle University. During such deliberations, only members of the Senate duly elected and sworn, the Executive Vice-President of Student Affairs, the Vice-President of Academic Affairs, the Vice-President of Public Affairs and the Vice-President of Business Affairs shall have voting rights, with each Senator and Vice-President having one vote.

Section 4: The Senate shall elect a President Pro Tempore to serve in the absence of the Executive Vice-President of Student Affairs (President of the Senate), and shall elect other officers as the Senate deem necessary and expedient to the discourse of their deliberations.

Section 5: No Senator or student shall be considered appointed to a University Governance Committee or any other governing body of the University without first being confirmed by a majority vote of the Senate.

Section 6: Two-Thirds (2/3) of all Senators duly elected and sworn shall constitute a quorum for conducting business.

Section 7: The President of the Senate (Executive Vice-President of Student Affairs) shall establish, at the Senate’s inaugural session, a general calendar of meetings that all Senators duly elected and sworn shall be required to attend, and the Senate shall have the authority to prescribe the penalty for failure to attend meetings established by the general calendar. The President of the Senate shall have the authority, upon presentation of just cause, to excuse any Senator from an established general meeting.

Section 8: The Senate shall have authority to develop its own Rules of Procedure and other standing rules as it deems necessary, provided that no such rules or regulations conflict with the Constitution of the Students’ Government Association, nor any promulgated University Policy.
