ARTICLE III. Executive Board

Section 1: Executive Authority shall be vested in the President of the Students’ Government Association and the Executive Board as defined through this Article.

Section 2: The President of the Students’ Government Association shall serve as the Chair of the Executive Board, and shall have day to day executive authority as provided for in this Constitution and any legislation from the Senate. The Executive Board shall consist of the President (Chair), the Executive Vice-President of Student Affairs, the Vice-President of Public Affairs, the Vice-President of Business Affairs, the Vice-President of Academic Affairs and four Executive Senators.

Section 3: The President of the Students’ Government Association shall have sole authority to authorize the disbursement of funds from the treasury, and shall have authority, by and with the advice and consent of the Executive Board, to delegate this authority to any Executive Board Member as he/she sees fit.

Section 4: The President shall make all nominations to University Governance Committees and other governing bodies to the Senate for consideration. The President shall further nominate any person to fill a Vice-Presidential vacancy on the Executive Board, subject to confirmation by the Senate.

Section 5: The President shall have no vote in the Senate, unless they are equally divided. He/she shall have sole authority to accept the resignation of any Executive Officer or Senator and may excuse any Executive Officer from a required function, event or meeting upon presentation of just cause.

Section 6: The President shall exercise all functions and duties necessary for the service of students when such powers and duties are not expressly delegated to another governmental authority, unless otherwise directed by the Senate.

Section 7: The Executive Vice-President of Student Affairs shall act in the place of, and with the authority of the President of the Students’ Government Association at his/her request, and shall assume the Office of President should the President resign or the Office be vacated for any other reason.

Section 8: The Executive Vice-President shall serve as the President of the Senate, and shall have one vote in the deliberations of the same. He/she shall prepare the agenda of the Senate and shall serve as Chair of the Ethics Committee.

Section 9: The Executive Vice-President shall serve as the Chief Operating Officer of the government, and shall have authority over all functions and programs of the Students’ Government Association, and shall, at the request of the President, assign any Senator or Executive Officer to perform such tasks as deemed by the Executive Vice-President to be necessary and expedient to the fulfillment of the mission of the Students’ Government Association.

Section 10: The Vice-President of Academic Affairs shall serve as Secretary and Parliamentarian of the Senate, and shall have one vote in the proceedings and deliberations of the same. He/she shall further serve as Secretary and Parliamentarian to the Executive Board.

Section 11: The Vice-President of Academic Affairs shall serve as the Chief Academic Officer of the government, shall represent the government and the students on any academic University Governance Committee, and shall be responsible for representing students in any changes to the academic program and structure of the University.

Section 12: The Vice-President of Public Affairs shall serve as the Chief Communication Officer of the government, shall represent the government and the students on the Student Press Committee, and shall be responsible for the effective communication between the government and the students, and the students to the University. He/she shall have one vote in all deliberations of the Senate.

Section 13: The Vice-President of Public Affairs shall, at the request of the President, speak for and in the name of the Students’ Government Association in any public forum, and when authorized by the President, shall implement any directives of the Senate or Executive Board, and shall communicate the same to the administration of the University.

Section 14: The Vice-President of Business Affairs shall be the Chief Financial Officer of the government, shall control the budget of the government, and shall, at the direction of the President, disburse funds from the treasury. The Vice-President of Business Affairs shall prepare the budget of the government, and shall hold a seat on the Activities Funding Board, and shall further recommend to the President those individuals he/she feels should serve on the Activities Funding Board as SGA appointees. He/she shall have one vote in all deliberations of the Senate

Section 15: The Senate, assembled in caucus by class, shall have the authority to elect one Senator from each class to serve on the Executive Board. Such Senators shall hold the title of Executive Senator, shall have voice and vote at Executive Board Meetings, and shall perform all other functions as directed by the President and the Executive Board.
