The name of this organization shall be the Delta Omega chapter of Gamma Sigma Sigma National Service Sorority.
The object of the Delta Omega chapter shall be to assemble students of La Salle University in the spirit of service to humanity and to develop friendships among students of all races and creeds. This chapter shall be conducted as a service organization under the provisions of the Bylaws of Gamma Sigma Sigma National Service Sorority and the regulations of La Salle University governing student organizations.
Section 1. Membership in this chapter shall be open to all students of La Salle University.
Section 2. Any student in good academic standing as defined by university regulations shall be eligible to membership, provided that such student meets campus regulations governing participation in student organizations; performs a minimum of twelve (12) service hours during pledgeship, consisting of at least three (3) different projects, and pays chapter dues and National membership fees. A person meeting the criteria set forth in this section shall be activated into this chapter according to its official ceremony.
Section 3. Active members of this chapter shall have the right to vote and be entitled to hold office. An active member, must perform a minimum of twenty (20) hours of service per half academic year consisting of at least three (3) different service projects, attended all meetings of this chapter, with the exception of three (3) excused absences; and pay chapter dues, National membership fees.
Section 4. National Dues of $50 ($40 for Dues and $10 for Travel Pool) shall be paid only in the Fall Semester. An additional Chapter dues shall be $65.00 per semester. Three payment plans shall be offered. Plan A is full payment at the first chapter meeting of the semester. Plan B shall be two installments; first payment is due at the first chapter meeting of the semester. The second payment is due at the first meeting of the second full month of the semester. Plan C will be three installments. The first payment is due at the first chapter meeting of the semester. The second payment is due at the first meeting of the second full month of the semester. Final payment will be due at the first meeting of the third month of the semester. In order to promote promptness of payment, selection of Plan C will acquire a $10 extra charge, totaling payments to $75 per semester.
Section 5. Inactive membership status may be granted to a member by a majority vote of the Executive Committee of the chapter to those who are unable to fulfill the requirements for an active member. Reasons for going inactive include student teaching, internships, etc. Inactive status shall only be granted for one (1) semester. An inactive member must pay National membership fees.
Section 6. A member may be put on probation in this chapter by a majority vote of the Executive Committee for non-completion of prescribed service hours, lack of attendance at the chapter meetings, nonpayment of all dues and fees, or violation of the policy of Gamma Sigma Sigma National Service Sorority regarding hazing. A member who has been put on probation may initiate a written appeal to the Executive Committee within thirty days of notice of probation status. A member on probation, after opportunity to cure the cause(s) for suspension, may be expelled from the membership by a 2/3 vote of the chapter.
Section 7. Any member desiring to resign from the chapter, an office, or request in active status shall submit their request in writing to the Secretary, who shall present it to the Executive Committee for action.
Section 8. Upon a three-fourths (3/4) vote of the membership of this chapter, honorary membership may be conferred on persons the chapter wishes to distinguish with such honor. An honorary member shall have none of the obligations of membership in this chapter, but shall be entitled to all of the privileges except those of making motions, of voting, and of holding office.
Section 1. The officers of this chapter shall be President, a Service Vice President, a Membership Vice President, a Recording/Corresponding Secretary, a Treasurer, a Financial Secretary, a National Representative/IFSC Representative, an Alumni Liaison, a Historian, a Parliamentarian, a Social Chair, a Fundraising Coordinator, and a Rho Chi, all of whom, except the Parliamentarian, are elected by the membership. These officers shall perform the duties prescribed by these bylaws and by the parliamentary authority adopted by this chapter.
Section 2. The President shall preside at all regular and special meetings; appoint all special committees and chairs of committees, with the approval of the Executive Committee; service as an ex-officio member of all committees except the Nominating Committee; assure that the chapter is operated in conformity with the policies set forth in the National and the Chapter Bylaws; appoint Parliamentarian; represent the Chapter at campus functions; inform chapter advisor(s) of chapter successes/problems; correspond with National President, National Vice President and District Director; file semi-annual Chapter President's Report in January and June; perform other duties as directed by the chapter; and train successor.
Section 3. The Service Vice President assume the duties of the President case of absence, resignation, or death; coordinate the service program of the chapter; supervise chairs of projects, keep accurate records of service projects and service hours; maintain a service project file and agency information file; file semi-annual Chapter Service Report in January and June; correspond with National Service Director and District Director; and train successor.
Section 4. The Membership Vice President shall serve as chair of the Membership Committee; coordinate membership activities; obtain membership materials from Membership materials Distributor; correspond with the National Membership Director and District Director; train successor.
Section 5. The Recording/Corresponding Secretary shall keep an accurate record of all chapter meetings and Executive Committee meetings; record Attendance at all meetings; maintain a permanent file of membership roster forms, chapter bylaws, minutes, reports, newsletters, awards, etc.; notify all members of the time and place of meetings and projects; send all special invitations; handle official correspondence (newsletters, thank-you notes, etc.); maintain a detailed and accurate account of chapter events; distribute regular chapter publicity; prepare newsletters and pamphlets; correspond with National Secretary, Perspectives Editor, and District Director; and train successor. This job can be two positions or one.
Section 6. The Treasurer shall maintain accurate records; deposit funds into the chapter account(s); make all payments as authorized; supervise a chapter budget as approved by the Executive Committee; forward all payments to the National Treasurer; correspond with the National Treasurer and District Director; file semi-annual Chapter Treasurer's report in January and June; arrange for an independent person to review the financial records of the Chapter at the end of each term; and train successor.
Section7. The Financial Secretary receive all moneys of the chapter , provide receipts, and shall work in conjunction with the treasurer. After recording all income, forwards monies to the Chapter Treasurer.
Section 8. The National Representative shall gather and distribute National information to all chapter members; assist in arrangement for each national visitor; ensure chapter attendance at conferences and National Convention, correspond with the Chapter Consultant and the District Director; and train successor. They will also be responsible for the La SAlle University IFSC meetings, representing the Delta Omega Chapter of Gamma Sigma Sigma.
Section 9. The Alumni Liaison shall encourage alumnae to become members of an alumnae chapter or active alumnae-at-large; file semi-annual Report of Graduating/Separating Members report in January and June; maintain an accurate record of chapter alumnae names and addresses; coordinate activities that include alumnae; correspond with alumnae chapters in the district; distribute a newsletter to chapter alumnae; coordinate with the National Membership Director.
Section 10. The Historian shall maintain chapter scrapbooks and update it with appropriate pictures and mementos to record the chapter's semester. They are responsible for coordination of Founder's Day activities in the Fall semester; Making historical materials available during rush activities, homecoming weekend, and other places where these things would be helpful: responsible for organizing a composite during the Spring semester: must plan one family weekend during the Spring semester.
Section 11. The Parliamentarian shall serve as the appointed member of the Executive Committee; advise on all parliamentary issues at chapter meetings and Executive Committee meetings; maintain working copy of the chapter bylaws and standing rules; submit changes to chapter bylaws and standing rules, upon approval by the chapter, to the National Parliamentarian; and train successor.
Section 1. At a meeting at least three weeks prior to the date set for elections, a Nominating Committee of 5 active members shall be elected by the Executive Committee. It shall be the duty of this committee to nominate a candidate for each office to be filled at the election.
Section 2. The Nominating Committee shall report at a regular meeting of the membership at least one week prior to the election meeting.
Section 3. Election of officers shall be conducted at meetings of the membership held during the thirteenth week of the Spring semester. Additional nominations from the floor at the election meeting shall be permitted.
Section 4. Only members who have been active members of the chapter for one or more semesters shall be eligible for election to office.
Section 5. Officers shall serve for one year or until their successors are elected and their term of office shall begin immediately following the adjournment of the election meeting or the installation ceremony.
Section 6. No member shall hold more than one office at a time, and no member shall be eligible to serve more than one consecutive term in the same office.
Section 7. Election of officers shall be by ballot except when there is a single nominee for an office the vote may be conducted by voice.
Section 8. A vacancy in the office of President shall be filled by the Service Vice President. A vacancy in all other offices shall be filled by a vote of the membership.
Section 1. Officers may be removed from office for misconduct or non-performance of duties. Charges must be submitted in writing to the Executive Committee.
Section 2. All charges shall be investigated by the Executive Committee and following an investigation, the Executive Committee shall report to the membership. A two-thirds (2/3) vote of the membership shall remove an officer from office.
Section 1. The membership meetings of this chapter shall be held each week of the semester designated by the Executive Committee from September to May, unless otherwise ordered by the chapter or by the Executive Committee.
Section 2. Special meetings may be called by the President of by the Executive Committee and shall be called by a written request of members of the chapter. The purpose of the meeting shall be stated in the request. In all cases, at least forty-eight (48) hours notice shall be given, except in case of emergency.
Section 3. A majority of the active members of the chapter shall constitute a quorum.
Section 1. The officers of the chapter shall constitute the Executive Committee.
Section 2. The Executive Committee shall have general supervision of the affairs of the chapter between its business meetings, fix hours and place of the meetings, make recommendations to the chapter, and shall perform such other duties as are prescribed in these bylaws. The Executive Committee shall be subject to the orders if the chapter, and none of its acts shall conflict with actions taken by the chapter, and none of its acts shall conflict with actions taken by the chapter.
Section 3. Unless otherwise ordered by the Executive Committee regular meetings of the Executive Committee shall be held each week of the semester designated by the Executive Committee, unless otherwise ordered by the Executive Committee. Special meetings of the Executive Committee may be called upon by the President and shall be called upon the written request of any three (3) members of the Executive Committee.
Committees, standing or special, shall be appointed by the President as the chapter or the Executive Committee shall from time to time deem necessary to carry on the work of the chapter. The President shall be an ex-officio member of all committees, except the Nominating Committee.
Section 1. One or more persons shall be elected as advisor to the chapter in accordance with applicable campus regulations for student organizations.
Section 2. An advisor shall serve for a term of one year or until a successor is elected.
The rules contained in the current edition of Robert Rules of Order Newly Revised shall govern the chapter in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the chapter may adopt.
Section 1. These bylaws may be amended at any regular meeting of the chapter by a two-thirds vote, provided that the amendment has been submitted in writing at the previous regular meeting.
Section 2. Any amendments to the Bylaws of Gamma Sigma Sigma National Service Sorority affecting these bylaws shall be recorded automatically as amendments hereto.
Section 3. A copy of the current chapter/colony bylaws, standing rules, and pledge policies will be forwarded to the National Parliamentarian for approval by January 31 of each year.
